Recap of Ask Randy Live: What’s new for USPS Promotions in 2025

During SPC’s informative sessions, we provide industry insights and answer your questions. On October 24th, we focused on USPS Promotions and the new developments heading into 2025. Randy Weiler, SPC’s Vice President of Postal Affairs, Logistics, and Strategy, guided our viewers through the updated changes for the coming year. We have summarized the key takeaways in case you missed the session.

The meeting began with the positive news that there will be no postal rate increase in January 2025. We then dove into the changes and updates to the USPS Promotions for the next year. 

Tactile, Sensory, Interactive Promotion

  • Gloss Stock will no longer be eligible in 2025.

Integrated Technology Promotion

  • Continues to be a “floating” promotion. You can select any 6-month window.
  • Still includes Mobile Shopping.
  • NEW Artificial Intelligence
    • Example: Mailers that leverage AI tools to write copy or images in their DM pieces.

Continuous Contact

One new promotion in 2025 is Continuous Contact – active from April 1st through December 31st. Marketers can receive a 3% discount for sending follow-up mailings to the same addresses as a previous mailing. These repeated mailings must complement or build upon the initial one. The follow-up mailers help maintain a conversation by creating additional touchpoints with the target audience. The content must be iterative or complementary, not duplicative, meaning it should logically build on what has come before it.

Please note, there is no discount available for the initial mailing. The 3% discount applies only to follow-up mailings. You do not need to submit mailing lists to qualify for this promotion; the USPS only requires an electronic sample of the artwork to be submitted.

The Power of Add-Ons

Another new feature is the ability to add an additional 1% discount through incorporation of the Sustainability Add-On or Informed Delivery Add-On. These are available all year but must accompany another promotion to qualify. 2025 Mail Growth Incentive

The Mail Growth Incentive remains the same in 2025. Eligible mailers can receive a 30% credit on mail volumes beyond their established baseline volume. The baseline is based on a marketer’s mail volume during the USPS fiscal year, 10/1/2023-9/30/2024. To qualify, mailers must have a minimum volume of 1 million pieces annually and grow mail volume above their baseline during the performance period (Jan-Dec 2025).

For example, your agreed-upon mail volume baseline with the USPS is established as 5 million pieces, the total volume mailed during the timeframe of 10/1/23-9/30/24.  By sending 6 million pieces during the performance period (calendar year 2025), you would receive a 30% discount on the postage for the incremental 1 million pieces.
