
Should marketers be concerned about the USPS reaching its debt limit?
The USPS has officially hit its $15 billion borrowing limit from the U.S. Treasury. The Postmaster General appears to be leveraging this information as part of a broader negotiation strategy to seek federal financial support or revisit the service obligation under which the USPS must function. If Congress does not raise the debt limit or enact financial reform, the postal service will likely look for ways to reduce operating costs, even considering more drastic measures such as reducing the number of service days.
Will there be a postage price increase in July?
The anticipated postage increase for market-dominant letters, flats, and periodicals has yet to be announced but is projected to be close to 5% on average. The USPS just recently announced they filed a “Transportation-Related, Time-Limited Price Change”. This would be a price increase in the form of a time-limited adjustment that the USPS feels will “help ensure actual costs of doing business are covered, as required by Congress.”
This 8% increase would affect base postage prices on competitive products: Priority Mail Express, Priority Mail, USPS Ground Advantage, and Parcel Select. No other products or services would be affected. The pending proposed increase would go into effect on April 26th 2026 and would remain in place until January 17th, 2027.
What USPS Promotions are active in the Spring?
Registration for the 2026 Mail Growth Incentive (MGI) opened on March 1st. To get it started, the mail owner will need to agree to the baseline and CRID(s) before the registration is approved. Baselines for MGI 2026 will be Calendar Year 2025 qualifying mail volume for the CRIDs being registered.
Continuous Contact also starts April 1st and runs through December 31st. This incentive allows you to receive a 5% discount for sending follow-up mailings to the same address. These repeated mailings must complement or build upon the initial mailing. See the promotional calendar below.

Can we expect any changes in the USPS Promotions for 2027?
Rumor has it that the Postal Service is considering two new promotions for next year:
Impact Messaging: Encourages customers to take action by showcasing the effectiveness of mail through powerful messaging.
Direct Mail Discovery: Incentivize new mailers to try mail for the first time
