Continuous Contact: USPS Promotion Breakdown

Newest Promotion in 2025 – active April 1st through December 31st

As mentioned in our previous blog, Ask Randy Recap, Continuous Contact is a new promotion in 2025 that encourages marketers to plan campaigns with multiple touchpoints to the same address to receive a 3% discount.  Follow-up mailings must complement an initial mailing and must be iterative or complementary, not duplicative, meaning they should logically build on what has come before them. Follow-up mailings maintain the conversation with the target audience.  Duplicate mailings do not qualify.

There is no discount available for the initial mailing. The 3% discount applies only to follow-up mailings. Additionally, “add-on” promotions (Sustainability Add-On and Informed Delivery Add-on) cannot be used with the initial mailing, only the follow-up mailings. 

New information has become available since our informative Ask Randy session. The USPS has announced that follow-up mailings must be coded in the mail.dat file as follow-up mailings. After registering for the Continuous Contact promotion on the Business Customer Gateway and getting approved, you must submit initial and follow-up postage statements electronically. Claim the correct CCR code: “CC” and identify whether the mailing is an initial mailing or a follow-up mailing and claim relevant Add-Ons.

Follow these instructions listed by the USPS:

  • Must register for the promotion at least two hours before sending your mail.
  • Log into the Mailing Promotions Portal to upload your electronic samples, including initial mailing.
  • You must upload all iterations of your mail pieces during the promotion period to the Mailing Promotions Portal.
  • USPS will review and respond within four business days.
  • Approval decisions will be received via email and the Mailing Promotions Portal.
  • Claim your discount and identify whether you are sending an initial or follow-up mailing.
  • Must populate the Characteristics Record (CCR) file with the two-letter characteristic code CC.
  • Identify whether you are sending an initial or follow-up mailing.  CCR Type C for an Initial Mailing and CCR Type I for a Follow-Up Mailing. The discount must also be claimed utilizing CCR code CC to identify Continuous Contact:

CC = Continuous Contact (3% Discount)

CCR Type C = Initial Mailing

CCR Type 1 = Follow-up Mailing

  • One of the parties in the by/for of the postage statement must be registered for the promotion
  • Claim any relevant Add-On discount when you file your mailing using the correct, Type A, two-letter characteristic code.

The USPS requires that 90% of the initial audience must be included in subsequent follow-up mailings. The mailings must be to the same name/same household.

As a reminder, you cannot qualify for more than one promotion at a time. You cannot participate in another incentive during the time you are establishing a base data set for the initial mailing for Continuous Contact.
